Classy Cruiser
The bike has Cook Bros frame, fork, bars, bottom bracket and patent
pending 176mm cranks. I don't know who made the rims but the hubs are
Phil Wood with Phil Wood disc brake. Vintage Paul lever, tuff neck stem
And chainring and brooks saddle finish it.

Those brakes look complicated, and heavy but must work really well.

Could be a later frame. There was one on ebay a couple months back with what appeared to be an original integrated seat clamp and having the same mildly curved top tube as your frame has. Although a 04 serial number does make sense. You may want to follow up with Ryanpartridge in regards to dating the frame and potential serial number. He keeps a data base on the Cook cruiser frames. There are telltale features which can ball park the frame's period.

I believe this is a "later" made frame, aka around 1983.
I also believe the frame number was originally 704. Like several other frames I know of with the flatter/less curved TopTube, integrated seat clamp, 5/8" chainstay bridge, etc,...the batch of frames that look like these all have numbers very close to each other(late 600's and early 700's) or the numbers were removed, but have the same details. I currently know of 6 frames like these.
Just a wild guess...but I'll be the bars that came on this bike say "Cook Bros Racing"(but not Santa Ana) and the cross bar is 3/4" instead of 5/8"...right? Those bars weren't 31" wide from the factory like the ones that came out in 1980, every set I've owned or seen in person was much narrower. They're a different model from around 83, slightly different bend, larger diameter crossbar, not as wide, updated etched logo.
Most of these bikes I know of were sold out of one of 2 or 3 shops in Santa Barbara. In 1983, Santa Barbara was still a hot spot for these cruisers and shops like Mac's Cycle Sport were still stocking and selling em regularly.

Doug, you also mentioned that you don't know what the rims are...
I found a complete 83 CBR that was built by Mac's in Santa Barbara...frame was also in the 700's...same era as yours...and the rims were Saturne. Check em out.
