It looks fine. There's nothing on that frame to tell if it is Pro or Mach One, but that year, the Mach One and Pro were the exact same frame....different parts.
Hutch Fun Facts: All main line Hutch's with digits only S/N (no letters or baseballs) on the rear drop outs were US made and had their dropouts stamped between late '83 and '86. Obviously the frame manufacture would occur slightly after that, even if they just threw 'em in a bucket randomly. There is an obvious date code in that the first 2 digits seem to be the month and the 3rd digit is pretty obviously the last digit of the year running from '83-'86.

They say....C4 does a great job, but I would clean it first.

That's a bit of an oddity, but 2364 (4) is likely an early (February) 1983 Pro (18.5" TT).
Do you know what it looked like before it was refinished? Sometimes old decals may help with dating...
I'm no expert on the subject, so, expect others to either confirm or dispute my opinion.

I found an old frame with some gt decals on it. Serial number is 1766158. Any idea what year it is. Looks like a 26" cruiser to me.
