I'm not sure on the year, but the detour (not d-tour) ended up as a full chromoly bike by the mid 90s and the bars were stamped.  They still called them "freestyle" bars,  but they weren't 4pc. Also was 93 the first year the frame platform got shorter from the rear?

Makes sense I’ve never seen an early to mid 90’s dyno with them so yea most likely they’re from the late 90’s.
