This is a solid foundation for an awesome build.

am thinking of white powder coat and maybe losing the cable guides and the v brake lugs. Then adding a rear brake plate to run a caliper?? Any opinions?

Leave it alone.  The Ball Burnished finish is much nicer than white in my opinion.  I have two of these frame and fork sets, one built and one in the box.  Check out my build: http://bmxmuseum.com/bikes/se_racingcurrent/21851/2
