Crank Arms

Can anyone help identify these crank arms.
They have no markings on the centre, which is also smooth. This would lead me to believe it was meant to be used with sealed bearings.

The arms only have a T logo on the inside of each arm. They are very short less than 160..

I think they could be an early version of the Tioga Tubular but they lack the markings of most examples I've seen
