Its a mini frame set. Thats how they came. It uses a Euro bottom bracket, and you use a screw to hold the seatpost in place.

NOS Champ Pro Mini (also known as a Shelby James, but not sporting SJ decals)
Though, there seems to be 2 versions of this frame. The one on the left is a Champ Pro Mini with Shelby James decals, the one on the right, no SJ Decals. The frame on the left has the same sized seat post tube, and top tube diameter as the Mag mini. The frame on the right has the same sized seat post tube, and top tube as a regular Champ Pro, but both frames are the exact dimensions every where else

One way to tell early from late is the difference in thickness of the dropouts...example.bills expert above has later thicker drops where as the early frames have a drop about 1/2 the thickness...

It's smaller than a EURO BB Bill. When I got my NOS mini it came with a complete BB with an AL square taper spindle and collars. However, when I bought the Magnatanium cranks, they came with the Ti round taper keyed spindle and Threaded Cups for a EURO BB that is NOT used with the Mag Mini frame set.
