I'm surprised that no one has added these yet. These are the Dia Compe Tech 77 locking levers w/hinged clamp. Dia Compe still makes these but they are no longer made in Japan. The earlier sets from the late 80's will have Japan stamped on the underside of the levers and all the later models won't. This is because Dia Compe moved manufacturing to Taiwan.

What model is this? No, it's not a Tech 77. Made in Japan and no lock. Note the "Dia Compe" decal.

Are Old School BMXer's aware that there are three types of Dia Compe Tech 2 Lever's.
One style is dated around 80/81, then the the later are 82/83. The difference is where the MX logo is located, the older style 80/81 has a wider area around the logo.
Then the third has a different Dia Compe logo (like the Tech 3's).![]()

Yes it is a Tech 77. They were offered from day 1 with and without the lock.
