why power coat they painted the frame when it was new ????????????

i believe this was my first bike ever . i was really young and it was a hand me down from my uncle but i remember it was a muscle bike and it was this color . i remember the color more than anything , i loved that bike . if you ever part with this let me know , maybe we can work out something .
