I would say not BMX at all. That hub looks like it has an axel on maybe one side only, like it would be an insertion axel for something like a baby stroller. An older jogging stroller...

i have a feeling there is a thread cap on it in the picture. there was a comment saying they thought it was a 5/16 size axel.

It looks like the springs have popped off the seats, on the outer rim, which spun out, of line, with the inner rim. It's a wall hanger conversation piece, but I bet the buyer tries to mount and ride it, anyways.

First of all- here is a pair on an old Iverson monoshock. I'm not sure that they were stock wheels on this thing though. M.O. Mfg. who made them is Murray (Murray Ohio). 
Secondly, look at the city where it is being sold...
