Stupid forking question...

Stupid forking question...
In the process of gathering all my parts to assemble a build, I tried putting the bottom bearing race on my fork. Obviously without the proper tools, I couldn't do it. In playing around, I noticed the lower portion of the fork had a slightly larger diameter. Not talking about where the race is seated, but the lower 1/3 of the tube or so. I tried slidding the lower cup and bearing down and it was so tight there was no way the bearing would be near the race. The lower portion was a few mm larger.
Is this normal? The forks are S&M Race forks and the headset is FSA Pig. I bought them both used from other members, here. The fork wasnt used much, the headset was more "used". Wonder if its the fork or the headset?

cut a piece of pipe slightly larger than the head tube and long enough so you will not hit the top of the head tube put the race on with lube and drive it on make sure you are going on straight and keep hammering till on i have a old rim to hold it so i do not mess up the fork post a picture

Yea, I get that.. I'm just wondering if it's normal for the diameter of the fork tube to be different by a few mm as you get closer to the bearing race seat..

yes it called a bearing race holder or taper in welding words just lube it and drive it home

I understand there's a seat and that it's slightly larger. I measured the steerer tube. Its about 6 1/2" long. The top 4" or so is a perfect 1-1/8". The lower 2 1/2" is about a 1/16" bigger, THEN there's the bearing race seat.
My question is.. Is that bottom 2 1/2" that's 1-3/16" normal, and why won't my bearing fit?

They make two different size crown race for headsets. 26.4 & 27.0. You have a 26.4 and sounds like you need a 27.0.
