Help ID this Headset early 80s?? Big top Nut

Well I picked up a sweet bke today.  It had been sitting never being finished getting built but it had some item loosely mocked up. One thing it had was this headset.  It looks like it may have been from an earlier build but I am not sure might just be heavy oxidation.  The top nut is pretty big and it seems like it is semi sealed.  the fork didn't have a race on the top or bottom I am not sure if it is supposed to or not. 

Let me know what you think.

Yeah I was thinking that it needed one too since it was on an older 1" threaded fork.  It didn't have one on top or the bottom.  I never came across a headset with bearings like this besides mid 90s and newer.  I am thinking the original owner may have just put it in for mockup and never finished?

the nut is a cheapo wald,the cups and bearings(sealed) are a tange meritor smile
