Now you're gonna get a bunch of answers like "why would you want to do that?".
One way is to use a 1" headset with shims that fit the 1-1/8" headtube. The shims have a lip that will show inbetween the end of the headtube and the headset cup though (which can look not so good sometimes).

I did it on my old Redline FS860 when I made a retro RL20-II out of it. I used cups from a Walgoose and scrounged the rest from the parts bin.
