Stolen bike with altered serial# or curb grid ?

I bought a mid school Kuwahara, looks to be a late 90's model, and the serial number has been either altered or it grinded on a curb..

I just wanted to know what you guys think of it...

looks like the same scratches on the down tube, i'd say it seems intentional since its deeper only over the numbers
