Thank you raleighburner.com for the serial number breakdown!! 
This bike was manufactured by Raleigh and sold rebadged as an Armstrong.  Frame features the same rear end as a MK1 Raleigh Burner and has the same front end as a MK2. Drop center rims with Sturmey Archer hubs, Raleigh seat, SR stem, V-bars, etc.
Serial number starting with NH4, N = built at the Nottingham factory    H = June   4 = 1984
Serial number stamped on the rear of the seat tube in the area between the BB and TT.

Again I want to thank the guys at raleighburner.com over in the UK!  These guys know their bikes and were very helpful and fast with information.  If anyone wants to see amazing examples of Raleigh Burners you should check their site out!
 
Turns out the Agressor is the same frame as the 1983 Raleigh MK1 "gutless" I.E. no front gusset and also the Raleigh Rebel.  Here's a pic of one of the raleighburner.com member's bikes.
