It's called a 'Barcode' frame- they are super nice frames. It's designed by Taj Mihelich, who rode a similar frame for Hoffman (known as the Taj frame).

Nice ride. I love the Barcodes. My daily rider is a T1 Garrett but I think I might switch back to my custom 21.25" barcode.
Joe and Taj build some excellent frames, don't they?
