It is rare. I confirmed with Mike Agularia who rode for factory Torker in the 80's.
Nice! I have one from 1982ish but it is a sticker logo (in the same location). I have seen them stickered in various locations but this is the first stamp I have seen. Seems like it might be a bargain???
I have seen a blue Torker stem in OG packaging here on sale once,
2 (?) stem stickers were included in the kit and I guess its left up to the rider where to put it/them.
But of course we want to put them where the team or factory places them...
I chatted with Eddy King this morning about this stem and he confirmed it is legit. He has a link he will be sending me about this stem soon
