I use these or the other 2 sizes I sell on just about every bike I build.
These are the smallest size of the 3 brake pad sizes that I have. These are probably best on caliper brakes. I would say these are sort of hard in terms of softness. The medium ones are also hard and the larger ones are softer. You can see a comparison of the sizes in the picture.

I'm looking for white.. maybe blue. i don't want to mark up my white mags though.
white might be ok, but you might want to try to find some clear pads that are soft
You could try the largest white pads I have, those are the softest and probably best for mags.

I am out of WHITE right now, but have all other colors.

Apparently, the company went out of business that made these, but I picked up some others. I'm heading out the door, but will try to PM you some pics of the new style I got in this size.
Will they work on Dia Compe 990 brake
It depends on the type of 990 you have, PM sent with links to explain, generally Dia Compe 990 AD or AS would be a "no."
