minimal scratches, random decals, blue paint scuff from a grip stop, no bends. bars were cut to 21.5" the chrome is still really nice. these came as part of a baby blue Hoffman Flash frame/fork/bars/stem kit my brother purchased through danscomp in 1998 or so.
