Thats an ACS. The decal is gone. They had a variation where you could run the cable through the top instead of taking the entire unit apart. They typically had a small plastic plug. My 87 Diamond Back had one.
I don't see a bottom pic,. both pics shown look to be the top. Looks like the bolt is on the top side in both pics.
I agree with 86freeformz, that looks like and ACS without the decals. I also don't see the bottom pic. You know, it wasn't that great, but it was the first back brake detangler, nice piece for anyone who likes the history. $15 is a steal.
Did ACS ever license these? I thought ACS was the only maker of these, then the Gyro came out and no one wanted an ACS Rotor. Am I right? These came out like 28 years ago... or maybe I should check wikipedia.... or http://www.23mag.com/com/acs/acs.htm. Looks like 1985.

Sorry to thread jack, but many made rotors. this one looks like a Cyclotech, but could be ACS. Peregrine and Tange made rotors and possibly more. GLWS ---I've seen people pay this much for just the cup so its a good deal.

I'm glad to see everyone has their opinion as to what it is. It would be nice to sell, or trade it though.
there is no question on this a 1st gen ACS rotor without decal. they used the snap ring to dismantle for installing a new cable. this was before they decided to use add a hole making it easier to install a new cable. the reason the rotor was being replaced by the gyro was because the rotor needed to slide up and down on the stem and would stick if it didn't have any lube. also back in the day stem would bend very easy making the rotor unbearable to use. the gyro not only ran smoother because they use a split cable, not relying on the stem to slide on but stem could be installed lower making them last longer that one Miami Hopper. this is a great deal just for the history of the rotor.
